PWDS, initiated in 1975 to work in the two southern districts, has today transcended geographical boundaries and traditional frontiers in development. The vision, with deep commitment and thirst for innovation, has made PWDS a learning and growing organisation, always responding to changes while keeping its core values intact. This ability to change, embedded in the PWDS culture, has led to the promotion of a strong organisational ethos with a capacity to grow and to face challenges that emerge from changing contexts.

The development approach of PWDS emphasises the importance of community organisation for participatory development – a process in which people themselves are the architects of their development. This process aims at empowering the community by building people’s organisations and linking them with the mainstream for sustenance through community organisation, awareness education or generation, capacity building and linkage creation.
